Reformas incompletas, proyectos de futuro: El régimen jurídico de las Administraciones Públicas y del Procedimiento Administrativo Común

Abstract

The paper aims to conduct a general analysis of Acts 39 and 40/2015 in three areas: first, a description of the global defects that affect them (mainly, the division into two texts and the main intention of the reform, aimed at strengthening the functioning of the Administrations); second, an examination of those institutions that, although they should have been reformed, have not been subject to any modifications; and third, a list of new matters that any future procedural legislation and legal regime should undertake.
