La Ley 39/2015: claves de la reforma y problemática competencial

Abstract
After twenty five years, the principal law that rules the public activity in Spain, Law 30/1992, november 26th, is going to be replaced by Law 39/2015, that Will be into force in october of 2016. This legal modification introduces few new rules in public law, because it reproduces most of the Law 30/1992, although it modifies the internal estructure of its precedent. But Law 39/2015 is only a partial heir of Law 30/1992, because part of it it’s going to be in Law 40/2015. This separation of the Law 30/1992 into two different laws has been criticized because it may cause an artificial division in the “administrative matter”, spliting into organization rules and procedure rules. This article explaine some of the problems related with this new legislation.
