Abstract
Local reform aproved in Spain in December 2013 is due to the efforts in reducing the spending of the different Spanish public administrations as a way of help in the consecution of déficit objetives that Spain has assumed with the European Union and specially with the Euro zone countries. Economic crisis iniciated in 2008 was fought by some countries, like Spain, by more public spending what deteriotated the situation to the point of changing the strategy towards politics of containment of public spending which was something more respectful with the European Stability and Growth Pact and, in the end, a way of fulfillment with the strong budgetary discipline specially Germany was demanding of its European partners as a way of leaving behing the economic crisis. Spain even had to change its Constitution in September 2011 and aproved a new Budgetary Stability Law in April 2012 to reach the déficit objetives marked by its european partners and whose legal development in a way or another is reflected in the Law We try to analyze in this paper.
