Abstract
As a representative body of the House, the Board of Spokespersons occupies a key place in the Parliamentary life in its functional scope, since it determines together with the House Board the agenda and programming of parliamentary work, which confers on this Body an additional function of political impulse, since it is configured as a meeting place for negotiation and political commitment, as well as a means of mediation in order to overcome a conflictive parlamentarism. In this line it has been considered that this is an organ of debate that or attempts to reach agreements, rather than decision.
The representative of each Parliamentary Group acts as its spokesperson, so that its slogans must respect the slogans emanated by its Parliamentary Group, thus establishing a different relationship between the Spokesman and his group than any other Parliamentary base has that the Speaker has to express more exactly the will of the College he represents.
