The Parliamentary disapproval

Abstract
Parliamentary disapproval is configured as a manifestation of the Parliament's oversight power that audits the individual work of a high official, usually a Minister. However, in the Spanish constitutional system, the model of rationalized parliamentarism has resulted in disapproval motions becoming diffuse instruments, since, from the year 2009, when the Congress of Deputies approved the first one, they do not imply the dismissal of the Minister by the Prime Minister. Throughout this work, we analyze the issue and study the most controversial cases, including the disapproval of the King and some cases in the Community of Madrid, to conclude with a proposal for constitutional reform to reinforce the centrality of Parliament.
