Abstract

Citizen participation is articulated as an effective tool to achieve one of the objectives that public law is entrusted in the XXI century, as is the gradual rapprochement between State and Society in the twentieth century had begun. Citizen participation gives greater transparency to public management and improve technical standards for greater knowledge of the rules that potentially addressees have on it and the consequent reduction in litigation that it causes.
