Abstract

This article aims to present a view in relation to the early warning system referred to in the subsidiarity protocol annexed to the Lisbon Treaty and its implementation by the Parliaments of the Autonomous Communities. We examine the role of parliaments in the European Union treaties, the regulation of the principle of subsidiarity and its interpretation by the Court of Justice, the application and experiences of legislative Assemblies of European Regions with legislative powers and the internal proceedings of the Cortes Generales and regional parliaments.
