Abstract

The Fundamental Laws are a key piece in the modern states. They allow to the individual to reach the full development of his personality in the social living together. They belong inherent in the man, which forces to the democratic states to receive them, they to protect and to be constituted on them by the base of the social studding. No citizen can be deprived of his exercise; on the contrary, they are provided with the maximum protection, even opposite to the public power. The education, as fundamental right, belongs to the man, who shows it individually and perfects it with the state help. The State leads the educational system in benefit of the society, avoiding any form of appropriation on the right that articulates it.
