1. Approach and Scope

The Asamblea Journal was launched in June 1999, with the aim of offering the world of legal publishing a quality scientific product. It has an interdisciplinary approach, without losing its origins as a journal primarily focused on public law, constitutional law, and administrative law, focusing on political, constitutional, administrative, parliamentary, and regional law. Currently, the challenges of parliamentary organization and operation require the Journal to be complemented with other perspectives, such as those provided by the science of administration, governance, and public policy.

Its main objective is to foster interdisciplinary analysis and reflection by disseminating innovative studies in the aforementioned areas, promoting academic research, and the exchange of knowledge to contribute to the development and understanding of the contemporary legal and political system.

The Journal's intended audience is comprised of academics and researchers interested in scientific publications and in-depth analysis; law students, especially those at advanced levels, with interests in public law and parliamentary matters; Legal professionals: lawyers, judges, prosecutors, and public officials working in areas related to administrative, constitutional, or regional law; and the general public interested in the interrelationship between politics, law, and public administration

2. Open Access Policy

In compliance with this goal, the Journal uses the Open Access (OA) system and sends all its content to various national and international databases and indices according to this protocol. Users will be able to read, download, copy, distribute and print out the complete text of the published article, on the sole condition of acknowledging the author and appropriate citation of the texts. Consequently, the authors of papers published by the Journal explicitly accept the principle of open access and distribution.

Content Preservation and Conservation Policy

This journal uses the PKP Preservation Network (PKP PN) to digitally preserve published issues. Each new issue is automatically transferred and archived once validated. PKP offers perpetual, uninterrupted access and preservation of the authentic original version of the content.

It also assigns a DOI (Digital Object Identifier) ​​to each issue and article, a persistent identifier managed by Crossref, which ensures accurate identification and prevents localization problems due to URL changes or other factors.

Furthermore, the Asamblea de Madrid is the depository and maintains the archives in accordance with current information preservation legislation.

Use of interoperability protocols

The Asamblea journal meets the OAI-PMH standard (Open Archives Initiative – Protocol for Metadata Harvesting), and thereby facilitates the dissemination of its contents on the Internet, providing a simple interface that allows other websites and information services to access its metadata, in accordance with the Dublin Core format.

3. Processing and submission of articles at no cost

No cost is charged for processing and submitting articles to the Asamblea Journal.

4. Anti-plagiarism Policy

Plagiarism of any form will cause the article to be rejected or immediately removed from any published texts where it appears.

To avoid it, any papers received by the Asamblea Journal will be subject to a similarity analysis, for the purposes of guaranteeing originality, using the  Similarity Check powered by iThenticate, from Crossref.

5. Declaration of ethical commitment

The Asamblea Journal aims to be interdisciplinary, without losing sight of its origins as an essentially legal-public, constitutional and administrative Journal, focusing on Political, Constitutional, Administrative, Parliamentary and Regional Law.

6. Privacy statement

The following detailed information on the processing of personal data is provided:

Purpose of processing: Management and processing of data concerning authors and/or collaborators edited or co-edited by the Asamblea de Madrid for the maintenance of necessary communications with them.

Legitimation: Compliance with a legal obligation. Articles 34.c), 35.c) and 38.a) and b) of the Internal Regime Regulations of the Asamblea de Madrid. Consent of the interested party.

Transfers: Sending the name and surname of the authors and their positions to the publishers (galleys and final publication) and publication on the website.

Term: Until the end of the purpose for which the data was collected.

7. Frequency of the Publication

The Asamblea Journal is published every six months, in June and December, in digital format and on paper and it follows open access criteria.

8. Sections of the Journal

Discussion Topics

This first section will include a paper on a current or general interest topic, written by a prestigious figure and comprising a hypothesis, proposals and/or positions that can be used to start a debate or doctrinal discussion on the topic of the text.

Articles

Following the classic model of this type of publication, with a maximum of five per issue, an attempt is made, with due time for thought and reflection, to address different types of dogmatic questions which fit the content, topic and purpose of the Journal.

Research Notes

This part is devoted either to theoretical-practical articles concerning the parliamentary activity of the Chambers, working from their legal framework, or to texts with similar content and subject matter to those in the previous section, although shorter. It might also publish reports or rulings issued by lawyers when providing the bodies of the actual Chambers with legal advice.

Case law (analysis)

This will include the information and references to the rulings by the jurisdictional bodies, including their case history and legal grounds, plus analysis of their content. This section aims to encompass resolutions - preferably sentences - made by the Constitutional Court, the Supreme Court and European Courts (Court of Justice of the European Union and European Court of Human Rights), not excluding the Madrid High Court of Justice or the Courts from other Autonomous Communities and the Constitutional Courts or High Court of other States due to their relevance in the regional field.

Parliamentary Activity Report

As indicated by its name, and following the line of other similar publications, this section provides periodic news on the Chamber's activity.

Books Reviews

Publications of this type tend to include reviews of new books which have been released, within the subject matter and topics mentioned in the previous sections, in the period immediately prior to publication, thereby reporting on the content of these books to our readers.

9. Cookie policy

The Asamblea Journal abides by the cookie policy for the Asamblea de Madrid website, following this policy in full compliance with the regulations in force.

The system that hosts the journal, the Open Journal System, also uses session cookies and cookies for its native statistics. Likewise, it should also be noted that there are other third-party cookies (i.e. Addthis, etc.) which are required to offer complementary services to the OJS itself. These features use their own cookies and depend on the configuration and functional scope of the journal services at any given time.

10. Editorial Process

The journal is committed to a maximum review period of four months until the decision on its publication is communicated.

1. Once a text has been received that meets all formal requirements, receipt will be acknowledged and the evaluation process will begin.

2. It will undergo an initial review by the Editorial Board, which will assess the quality and thematic suitability of the work and may reject it outright without further external review if it does not meet minimum requirements or is not appropriate to the journal's subject matter.

3. Accepted papers will be sent to two anonymous, external reviewers using the "double-blind" method, so that neither the authors nor the reviewers know the identity of the other party. They will conduct an objective, technical, and constructive review of the work. The reviewers will have one month to issue their report.

4. In light of the reviewers' reports, the Editorial Board may take one of the following decisions, which will be communicated to the author: 

  • Publishable as is (or with minor modifications).
  • Publishable with minor corrections. The text is almost ready for publication except for minor details. The deadline for making such changes will be one month.
  • Publishable with major corrections. In this case, publication will be conditional on the author making the changes requested by the reviewers. The deadline for making such changes will be two months.
  • Not publishable. The article does not fit in the journal due to its content or format.

5. When a work is accepted for publication, the galley proofs must be reviewed by the author within a maximum of five business days.

Proofreading should preferably be done on the layout document sent by the journal to the author(s) by adding annotations and comments to the PDF. Alternatively, corrections may be made using handwritten revision marks on the layout document, preferably in red, by submitting a scanned PDF with sufficient resolution. Corrections must be legible and must clearly indicate the location of the text to be corrected in relation to the layout document.
