The right to housing in southern European countries: between international commitment and the reality of housing exclusion

Abstract

Housing plays a key role in the well-being of households and in the economic and social development of each country. It is also fundamental to people's health and social integration. For this reason, governments have a set of policies that regulate the production of and access to housing. In each welfare system, housing policy would depend not only on a predetermined image of the role of the state, but also on a series of circumstances linked to its form of political, social, and economic development. The functioning of the housing system in southern European countries, where the family plays a role that does not appear in other countries, gives rise to a series of particularities that should be analyzed in relation to the international commitments to which they are subject.


It is true that the right to housing is considered a fundamental right, and this is established in the Charter of Fundamental Rights of the European Union, in Article 34.3, and the European Pillar of Social Rights includes access to social housing as part of it. However, the analysis of the data points to little effectiveness or enforcement of this so-called Housing Right in Southern Europe, where inequality has a more profound impact on housing conditions.
