Abstract

This paper explains the basic elements of the German electoral system, which is often mentioned as a possible model when speaking of possible reforms of our Spanish electoral system, both as regards elections to the Chamber of Deputies as the autonomic elections. It’s a personalized proportional system, which has undoubted advantages, as the greater relationship between voters and representatives, but poses some problems, as the of the surplus mandates, which have led to its declaration of unconstitutionality by the Federal constitutional court and the consequent reform recently approved. Argues in this work that some of these elements might be transferable to the Spanish electoral area, but adapting them to the circumstances.
