Derecho a la vivienda en los países del sur de Europa: entre el compromiso internacional y la realidad de la exclusión residencial

Resumen
La vivienda desempeña un papel clave en el bienestar de los hogares y en el desarrollo económico y social de cada país. Además, es fundamental para la salud y la integración social de sus habitantes. Por ello, los gobiernos cuentan con un conjunto de políticas que regulan la producción y el acceso a la vivienda. En cada sistema de Bienestar, la política de vivienda no sólo depende de cómo se concibe el papel del Estado, sino de una serie de circunstancias ligadas a su forma de desarrollo político, social y económico. El funcionamiento del sistema residencial de los países del sur de Europa, donde la familia juega un rol que no aparece en otros países, dan lugar a una serie particularidades que conviene analizar en relación con los compromisos internacionales a los que estos están sujetos.
Lo cierto es que el derecho a la vivienda se considera un derecho fundamental, y así lo establece la Carta de los Derechos Fundamentales de la Unión Europea, en particular en su artículo 34.3. También el Pilar Europeo de Derechos Sociales incluye el acceso a la vivienda social como parte del mismo. Sin embargo, el análisis de los datos señala escasa efectividad o cumplimiento de la aplicación de este llamado Derecho a la Vivienda en el sur de Europa, donde la desigualdad tiene un impacto más profundo sobre las condiciones de vivienda.
